Job Summary
We seek a dedicated and experienced Lead (HSSE) to join our Petroleum Authority of Brunei Darussalam team. He/she is responsible for leading and coordinating the implementation, monitoring and continual improvement of the Health, Safety, Security and Environmental (HSSE) management systems, programs, and assurance activities in support of the Petroleum Authority's HSSE policy and improvement plans. This role also provides technical leadership and operational oversight of the HSSE function, and support the Head of HSSE in delivering HSSE governance, compliance and performance across the organization.
Key Responsibilities
Lead and manage the HSSE unit's operational activities, including planning, prioritizing and reviewing work assignments for the Senior Officer, Officers and Support staff.
Coordinate and drive implementation and maintenance of HSSE regulations, HSSEMS requirements, and internal HSSE procedures across the organization.
Plan and oversee HSSE audits, inspections, and assurance programs, and validate findings and corrective action plans prior to submission to the Head of HSSE and Management.
Review and endorse risk assessments, hazard identification outputs, and control measures to ensure adequacy and regulatory alignment.
Establish and coordinate HSSE performance monitoring and reporting and provide consolidated analysis and recommendations.
Lead and supervise investigations and reviews of HSSE incidents and high-risk events and ensure timely reporting and closure of follow-up actions.
Serve as the primary HSSE technical focal point for complex matters involving oil and gas operators and Government agencies.
Drive HSSE improvement initiatives and monitor implementation of corrective and preventive action programs.
Coordinate HSSE aspect of the Building Management System and related operational control.
Promote HSSE awareness and positive safety culture programs across the organization.

Qualifications & Skills
Minimum bachelor's degree in related technical discipline.
Recognized HSSE professional certification preferred (e.g, NEBOSH, IOSH, ISO45001/14001 Lead Auditor or equivalent).
Additional certification in auditing, risk management or incident investigation is an advantage.
Minimum 7 years of relevant HSSE experience, preferably in oil and gas, energy, industrial or regulatory environments.
Having experience implementing and maintaining HSSE Management system is an advantage.
Having experience leading or coordinating HSSE audits, inspections and assurance activities is an advantage.
Having experience is risk assessment, hazard identification and control verification is an advantage.
Having experience providing technical HSSE advice to management and stakeholder is an advantage.
Having experience is risk assessment, hazard identification and control verification is an advantage.
Having experience in incident investigation and corrective action management is an advantage.
Having experience in the Incident Management or Crisis Management is an advantage.
Strong knowledge of HSSE regulations, management systems, risk assessment, audit, and incident investigation practices.
Able to lead, supervise and coordinate HSSE staff and assurance activities effectively.
Have the capability to oversee audits, inspections, compliance monitoring and corrective action management.
Have strong ability to review risk assessments, interpret performance data, and provide sound technical judgement.
Have the ability to provide clear technical advice, prepare reports, and engage effectively with Management, Operators, and Government agencies.
