Job Summary
We seek a dedicated and experienced Lead (Operations & Engineering)/ Concept Engineer to join our Petroleum Authority of Brunei Darussalam team. He/she will lead and oversee the country's Front-End Engineering Design (FEED) scope across all upstream infrastructure, developments - offshore and onshore, including new field developments, tie-banks, facility upgrades, debottlenecking initiatives and brownfield rejuvenation. He/she will also assume oversight of the broader Operations and Engineering portfolio.

Key Responsibilities
Serve as the Authority's technical lead and subject matter expert on FEED for oil and gas infrastructure projects, particularly for deepwater and late-life assets.
Provide strategic guidance and technical assurance during conceptual design, pre-FEED, and FEED phases of field development proposals.
Evaluate and advise on field development plans (FDPs), facility designs, and tie-in concepts to ensure robust engineering solutions and regulatory alignment.
Challenge project assumptions and economics from a technical lens, driving value engineering and fit-for- purpose design.
Interface with project developers, consultants, and internal stakeholders to assess engineering deliverables and project readiness for FID.
Lead the development and implementation of front-end regulatory frameworks, policies, and technical standards related to infrastructure planning and development.
Provide oversight and technical advice on asset integrity programs, pipeline and facility maintenance, and infrastructure risk mitigation.
Contribute to regulatory assurance for field development execution across EPCIC and RFSU stages.
Support the Authority's role in governing Decommissioning & Restoration (D&R) planning and implementation.
Facilitate stakeholder engagements to ensure alignment in project execution and infrastructure stewardship.

Qualifications & Skills Required
Minimum bachelor's degree in engineering or equivalent discipline.
Recognized professional engineering qualifications, certifications or equivalent industry accreditation (eg. Chartered Engineer, PE, ASEAN Eng or similar) are highly valued.
Postgraduate qualifications or certifications in Project Development or Deepwater Engineering or related disciplines are an advantage.
Minimum 10 years of experience in upstream oil and gas, with at least 5 years in FEED roles for deepwater or complex brownfield/greenfield developments.
Strong command of upstream project development cycles, including field development planning, conceptual studies, pre-FEED, FEED and FID readiness.
Familiar with international engineering standards (API, ISO, DNV), project delivery frameworks and regulatory review processes.
Skilled in stakeholder management, project risk assessment and technical due diligence.
Effective communicator with all levels of stakeholder.
Strong analytical mindset, problem- solving capabilities and decision- making acumen.
