Job Summary

We seek a dedicated and experienced Lead (Regulatory Compliance) to join our Petroleum Authority of Brunei Darussalam team. The Lead (Regulatory Compliance) will oversee the Regulatory Compliance Unit and ensure the technical and financial compliance across all agreements and regulations governing the oil and gas sector. This includes verifying and managing compliance for both operational activities and financial transactions that make up Government Take from regulated blocks and relevant companies. The role involves collaborating with various stakeholders to ensure alignment with regulatory standards and industry best practices.

Key Responsibilities

Technical & Financial Compliance Management 

  • Lead discussions regarding the regulatory compliance in technical and financial aspects of PSCs, PMAs, and other linked agreements. 

  • Ensure the effective management of both technical review and financial compliance for all agreements

  • Document and actively participate in the development of processes and procedures for regulatory compliance activities, covering both technical operations and financial governance. 

    • Stay updated on industry best practices, ensuring that both technical and financial compliance measures are aligned with current standards. 

Technical & Financial Compliance Audits 

  • Design and lead annual technical and financial compliance audit plans, including defining scope, scheduling, and allocating resources. 

  • Evaluate and audit the adequacy and effectiveness of controls and processes to ensure compliance with both technical standards and financial regulations. 

  • Monitor the execution of technical and financial compliance audits, ensuring timely completion within the agreed schedules and budgets. 

Compliance Verification and Reporting 

  • Review and verify both technical operations and financial terms, ensuring compliance with the regulations and agreements governing Government Take for all regulated PSCs, PMAs, and other relevant contracts.

  • Maintain regular communication with the Ministry of Finance and Economy (MOFE), Department of Energy and other regulatory bodies to provide timely updates on verification and compliance activities. 

  • Engage regularly with operators and regulated entities to ensure the timely flow of compliance-related information.

Stakeholder Management 

  • Manage relationships with all stakeholders to ensure smooth coordination of compliance activities. 

  • Collaborate with technical teams to address operational compliance issues while working with financial teams to manage fiscal compliance challenges. 

Qualifications & Skills

  • Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam

  • Bachelor's degree in petroleum engineering, accounting, finance or related field.

  • Minimum of 15 years of relevant working experience in a related field including 8 years in senior/managerial role.

  • Strong knowledge of regulatory and legal requirements.

  • Able to work independently in an agile, fast-paced and dynamic working environment.

  • Proficient in Malay and English, both orally and in writing.
