Job Summary

We seek a dedicated Officer (Downstream Development) to join our Petroleum Authority of Brunei Darussalam team. He/She is responsible for supporting the Lead and Head with the development and tracking the timeliness, issuance of approvals during the design, construction and commissioning of the project. as well as keeping track of the compliance requirements. The Officer (Downstream Development) also will support activities associated with risk and stakeholder management.

Key Responsibilities

  • Support with the technical review of the feasibility study by participating in discussion related to Technical Assessments, RACI, risks management and map and connect the outcome of the discussions to develop mitigation strategies and technical requirements.

  • Assist with the identification of stakeholders and handling of communication and prepare reports, presentations and updates for stakeholders.

  • Assist with the management of documentation, reports and compliance requirements.

  • Support with the review of applications related to issuance of project approvals, 1st License to Operate by tracking downstream petroleum project compliance to technical requirements by participating in desktop process engineering and design reviews, safety study reviews (HAZOP,HAZID, QRA),management systems review as well as site verification audits with the intent to ensure the Brunei Government that the project has complied with the requirements.

  • Set up a technical requirements performance dashboard.

  • Perform any other duties as assigned by the Authority.

Qualifications & Skills

  • Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. 

  • Minimum bachelor's degree in engineering or a related field. 

  • Working experience in the oil and gas industry is an added advantage.

  • Demonstrated good understanding of downstream industry locally and regionally.

  • Familiar with the standards industry practice.

  • Strong stakeholder management and networking skills.

  • Proficient in Bahasa Melayu and English Language.

  • Self -motivated, positive behaviour and attitude in performing roles and tasks.

  • Ability to get results through interaction and collaboration.

  • Strong analytical and problem- solving skills.
