Job Summary
We seek a dedicated and experienced Officer (Operations & Engineering) - Process Engineer to join our Petroleum Authority of Brunei Darussalam team. He/she will support the Petroleum Authority in the technical oversight of upstream production and processing facilities, ensuring safe, efficient and reliable hydrocarbon processing in accordance with regulatory requirements and industry best practices. He/She will also provide technical review of operator activities relating to production facilities, surface processing systems and operational performance, supporting regulatory assurance on facility integrity, production optimization and infrastructure readiness across the upstream asset lifecycle. He/she will also contribute to safeguarding national interests by supporting asset integrity, process safety, production system performance and responsible management of upstream processing infrastructure, including during facility modifications and decommissioning activities.
Key Responsibilities
Provide technical assessment of oil and gas production and processing systems, including separation, compression, dehydration and export system.
Review operator submissions relating to production facilities, process design and facility modifications.
Monitor performance of surface facilities and processing systems to support safe and efficient production operations.
Evaluate operator proposals for process optimization, debottlenecking and capacity enhancement.
Support regulatory review of facility integrity and operational reliability, including ageing infrastructure considerations.
Assess technical aspects of facility upgrades, re-development projects and production system modifications.
Contribute to review of process safety considerations and operational incidents affecting production facilities.
Provide technical input into facility de-commissioning and restoration (D&R) planning where relevant.
Provide technical advisory on process engineering and production facility performance and engage operators to ensure alignment with regulatory requirements and industry best practices.
Prepare and review technical assessments, regulatory reports, and Government briefing materials, including SP and LegCo submissions.
Ensure timely submission and management of technical data and reports to relevant internal and external stakeholders.
Participate in regulatory reviews, technical audits and compliance monitoring activities.
Contribute to knowledge development and capability building within the department.
Support review of facility - related expenditures within Annual Work Programmer and Budget (AWPB) submissions.
Assess cost assumptions associated with facility upgrades, process improvements, and infrastructure projects.
Provide technical inputs to the evaluation of operator development proposals and facility modification projects.
Assist in the preparation of the Unti/department's budget.
Provide technical and administrative support to the department and the Authority as required.

Qualifications & Skills Required
Minimum bachelor's degree in chemical engineering, process engineering or related discipline.
Having relevant certifications in process safety, production operations or project management is an added advantage.
Minimum 3 years of relevant working experience in the oil and gas industry, preferably in process engineering, oil and gas production operations, process design or facility engineering or production system engineering.
Having experience with offshore production facilities or upstream processing systems is an added advantage.
Have basic understanding of upstream oil and gas production and processing systems, including separation, compression and gas treatment.
Have the familiarity with process engineering principles and upstream production facility operations.
Able to review and interpret engineering drawings, process flow diagrams (PFDs) and technical reports.
Have the awareness of process safety and asset integrity considerations in upstream production facilities.
Able to analyze technical data and operational information to support engineering assessments.
Attention to detail when reviewing technical documents and operator submissions.
Able to support preparation of technical reports and regulatory assessments.
