Job Summary

We seek a dedicated and experienced Officer (Organization Effectiveness) to join our Petroleum Authority of Brunei Darussalam team. The Officer (Organization Effectiveness) is responsible for the planning, development and execution of the organizational effectiveness initiatives and monitoring of HR strategic plan. The Officer (Organization Effectiveness) also will work closely with other functions to align with the Authority's aspirations, objectives and strategies and ultimately driving the organization toward its vision and mission. Key Responsibilities

  • Provide support by continuously working with and across the Human Resource functions to ensure convergence in purpose and execution of the organizational effectiveness and change.

  • Develop strategic partnership with key stakeholders to identify and intervene on change management initiatives that foster organization learning and address strategic goals and needs.

  • Support the implementation of strategic solutions to enhance efficiency and effectiveness of the department/Authority that will impact the organization's capability. 

  • Analyse data, identify areas for improvement, and develop innovative solutions to help position HR as a key partner in the Authority.

  • Support the assessment of HR related risks and develop mitigation strategies and actions.

  • Conduct research and benchmarking to improve existing processes and procedures.

  • Support in developing HR strategic plans, identifying key performance indicators (KPIs), and ensuring alignment between strategic objectives and operational activities.

  • Supporting and managing organizational changes, including the transition to new strategies, processes, or technologies.

  • Develop employee surveys, performance review and human resource metrics to create methodologies to support effective organizational decision making in relations to HR.

  • Produce quarterly and annual report on HR and other organization effectiveness initiatives.

  • Keep updated on latest HR principles and best practices.

  • Performs other tasks that may be assigned. 

     

Qualifications & Skills

  • Bachelor's degree in human resources, Business Administration, Organizational Psychology or a related field.

  • Experience in organizational effectiveness, change management or related areas is an added advantage.

  • Ability to work effectively with diverse teams.

  • strategic thinking and planning abilities.

  • Strong analytical and problem-solving skills.

  • Excellent communication and presentation skills.
