Job Summary

We seek for a dedicated Officer (Regulatory Compliance) to join our Petroleum Authority of Brunei Darussalam team. The Officer (Regulatory Compliance) is responsible to provide assurance of regulatory compliance with agreements and regulations. The Officer (Regulatory Compliance) is also responsible to examine and verify the revenue, expenditure making up government take of all regulated blocks and relevant companies including the technical aspects.

Key Responsibilities
  • Understand and provide analysis and input into the review and regulation of regulatory financial matters of any PSC's, PMA's and other linked agreements.

  • Assist in the effective management of financial governance of any PSC's, PMA's and other linked agreement.

  • Assist to documenting and actively participate in the development of processes and procedures for Financial Governance activities

  • Maintain a current knowledge base of industry practices and ensure best practices as always considered.

  • Perform all assigned duties in a manner that reflects the highest professional standards.

  • Participate in the preparation and discharge of an annual financial assurance audit plan including scheduling, assign work scope and estimating resource needs.

  • Follow agreed process and procedures to review and assess the adequacy and application of the controls in plan to achieve and ensure compliance with contractual obligations.

  • Participate and contribute towards the execution of an efficient and effective audit.

  • Update processes, procedures and policies as required.

  • Assist in reviewing and verifying compliance to financial terms for Government revenue and income constituting Government take for all regulated PSA's, PMA's and other relevant agreement where required.

  • Maintain regular engagement and communication with MOFE to provide regular and timely updates on any relevant verification performed.

  • Contribute towards effective management of stakeholders including partners, operators, contractors, consultants, other regulatory bodies, shareholders, board members, financers, auditors, and any other related parties.

Qualifications & Skills
  • Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

  • Minimum bachelor's degree in Accounting, Finance, Business of equivalent.

  • Working experience in any regulatory audit is an added advantage.

  • Able to work independently in an agile, fast paced and dynamic working environment.

  • Proficiency with Microsoft application i.e. Word, Excel, Power point, Share point, MS Team, M365 application is essential.

  • Demonstrate business acumen with an ability to adopt a long - term view and approach in managing all affairs.

  • Effectively liaise and work with all stakeholders demonstrating good interpersonal skills and an understanding of work processes.

  • Demonstrate good persuasion, communication and negotiation skills to ensure the best interests for the Authority and country is met, aiming for a win- win solution for all parties concerned.
    Willingness to learn and incorporate continuous improvement.

  • Proficient in Bahasa Melayu and English language, both orally and in writing.
