Job Summary
We seek a dedicated and experienced Officer (Upstream Development) to join our Petroleum Authority of Brunei Darussalam team. He/she will support the regulation, facilitation and monitoring of hydrocarbon maturation activities of oil and gas companies operating in Brunei Darussalam, in accordance with national guidelines, Petroleum Minimum Agreements (PMAs), and Production Sharing Contracts (PSCs), by providing accurate technical inputs, regulatory process support, and structured reporting to the department's lead.
Key Responsibilities
Provide technical input and data support for hydrocarbon maturation monitoring against approved plans and departmental Key Performance Indicators (KPIs).
Support the regulatory review of operator - submitted Field Development Plans (FDPs) and Gas Cap Development submission through structured data compilation, documentation validation and approval- readiness preparation.
Ensure project compliance of operator submissions against PMAs, PSCs, and applicable national guidelines.
Compile and prepare routine reports, including monthly hydrocarbon maturation progress reports and KPI updates.
Support data compilation of national reserves and resources reporting, including year on year comparisons.
Support preparation of technical data and documentation for internal regulatory assessments, including hydrocarbon maturation planning reviews.
Review operator - submitted slide packs, compile technical data, and prepare internal regulatory briefing and support materials.
Track regulatory queries, actions, and follow-ups arising from operator engagements.
Support preparation of briefing materials for meetings with senior stakeholders.
Assist in the development and updates of national guidelines and technical documents.

Qualifications & Skills Required
Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.
Minimum bachelor's degree in engineering or sciences or related/equivalent disciplines.
Minimum 3 years of relevant working experience in Subsurface Oil and Gas.
Have basic understanding of upstream oil and gas operations and hydrocarbon maturation processes.
Have foundational knowledge of PMAs, PSCs and regulatory frameworks.
Able to compile, analyze and present technical data accurately.
Have good written and verbal communication skills.
