Job Summary
We seek a dedicated and enthusiastic individual as Project Manager for Digital Data Management System (DDMS) implementation to join our Petroleum Authority of Brunei Darussalam team on contract basis. The Project Manager position is responsible to lead the successful delivery of the DDMS project on time and within budget, while embedding robust data governance frameworks and standards. This includes building sustainable local capabilities, through training, mentoring, and knowledge transfer. The Project Manager also involves ensuring strong stakeholder alignment by reporting to leadership, engaging with government agencies, operators and industry partners, and harmonizing requirements to enable effective data sharing, adoption and long-term success of the DDMS.
Key Responsibilities
Project Leadership & Delivery.
Define and deliver project scope, milestones, budgets and risk controls.
Coordinate teams, vendors, and contractors and reports progress to leadership.
Technical Oversight
Lead system deployment, data migration and integration with key platform.
Ensure security, scalability and compliance with Brunei's cybersecurity standards.
Data Governance
Apply governance standards, quality controls and audit processes.
Develop technicians into domain leaders in data quality and stewardship.
Stakeholder Engagement
Engage operators, regulators, IT teams and vendors to align requirements.
Facilitate workshops and ensure compliance with data- sharing frameworks.Change Management & Mentorship
Mentor data management staff to build capability and specialized expertise.
Adoption of new process and technologies.
Risk & Performance Management
Identify risks, track KPIs and ensure project delivery against target.
Implement mitigation strategies and continuous improvement initiatives.
Provide progress and performance reports to PA Leadership.
Qualifications & Skills
Have bachelor's degree in petroleum engineering, geoscience, information management, computer science or a related field.
Having the project management certification in data management or architecture i.e. DAMA, TOGAF is an added advantage.
Have minimum 7 years of working experience in oil and gas data management and IT project management, including multiple full-lifecycle system implementations.
Demonstrated success in leading large - scale enterprise or national data repository projects is highly desirable.
Knowledgeable in petroleum data domains including but not limited to geophysical, geological, well production, commercial.
Familiar with industry data standards such as PPDM, WITSML.
Experienced with database and server technologies, cloud/on-premises architectures and data integration.
Have knowledge of cybersecurity best practices relevant to data systems.
Strong stakeholder engagement and communication with senior management, technical teams, and external partners.
Demonstrated ability to mentor and develop local talent.
