Job Summary
We seek a dedicated and experienced Senior Officer (Contract Management & Procurement) to join our Petroleum Authority of Brunei Darussalam team. He/she is responsible to regulate the contracts and procurement activities of the oil and gas sector to ensure that contract strategies developed adheres to the Production Sharing Agreements (PSA) and the Local Business Development Directives. He/she also is accountable to develop the standards for integrity and transparency in the overall contract and procurement activities of the PSA Blocks.
Key Responsibilities
Review existing and developing new regulatory processes related to Contract and Procurement guidelines/processes.
Ensure contract strategies are aligned with initiatives to increase in - country value and support local Bruneian companies through Local Business Development Directives.
Review procurement contracts to monitor local content performance to ensure alignment to Directives and propose improvements.
Manage the contractual and directives requirement to ensure adherence.
Undertake key risks and develop mitigations to deliver the regulatory requirements.
Review the contract strategies and procurement of local content, local employment and related matters.
Provide guidance to oil and gas sector on the regulatory requirements for contracts and Local Business Directives.
Identify opportunities with oil and gas operators to further strengthen the participation of local oil and gas contractors.
Key interface between Regulator and the oil and gas industries on matters pertaining to contract strategies and local business development.
Identify area of improvement to drive efficiency and productivity in this regulatory process area.
Prepare reports on the status of the contracts, procurement and local business development.

Qualifications & Skills Required
Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.
Minimum bachelor's degree in Supply Chain Management, Engineering, Economics, Business or a related field.
Possess internationally recognized professional qualification is an added advantage.
Minimum of 7 years of experience in areas of contract management, procurement and local business development in the oil and gas sector.
Have strong skills in contract strategy, procurement and local business development.
Able to work independently to drive changes.
Able to understand the commercial aspects and risk in the decision to be taken as Regulator.
Able to clearly communicate the expectations of the Regulator on Contracts and Local Business Development.
Possess the skill in stakeholder management with Oil and Gas Operators and contractors.
Able to engage with key Government stakeholders to address issues arising.
Able to address any issues and challenges arising from the drive to increase Local Business Development.
