Job Summary
We seek a dedicated and experienced Senior Officer (Operations & Engineering) - Cost Engineer to join our Petroleum Authority of Brunei Darussalam team. He/she will support the Petroleum Authority in the stewardship and regulatory oversight of Production Sharing Agreements (PSAs) with focus on cost governance, cost recovery assurance, contract compliance and national value creation. This role also provides technical and commercial assessment of operator expenditures, development cost estimates and project execution strategies to ensure that petroleum resources are developed efficiently and that project costs are reasonable, transparent and consistent with PSA provisions. Additionally, the role also will support the implementation and monitoring of Energy In-Country Value (EICV) requirements, including review of operator procurement plans, local participation commitments and reporting submissions to promote sustainable development of local capabilities within the oil and gas sector. The Senior Officer (Operations & Engineering) -Cost Engineer also contributes to safeguarding State value by reviewing operator work programs, budgets and procurement strategies, monitoring cost performance across upstream projects and supporting the development of cost benchmarking and assurance frameworks. This role also provides independent technical and commercial advisory to Government and national stakeholders on upstream project costs, financial exposure and resource stewardship.
Key Responsibilities
Support the regulatory oversight and stewardship of Production Sharing Agreements (PSAs), particularly in relation to cost governance, cost recovery and contract compliance.
Review operator Annual Work Programme and Budget (AWPB) submissions to assess cost assumptions, project scope and alignment with approved development plans.
Evaluate capital and operating cost estimates for upstream projects including field developments, facilities and infrastructure investments.
Monitor operator cost performance against approved budgets and identify significant cost variances, cost escalation risks or inefficiencies.
Review operator procurement strategis and contracting approaches to ensure transparency, cost efficiency and compliance with PSA provisions.
Assess project sanction submissions and technical proposals to ensure reasonable cost assumptions and efficient project execution.
Contribute to development of cost benchmarking, expenditure monitoring and project cost assurance frameworks.
Support the implementation and monitoring of EICV requirements across upstream projects.
Review operator EICV plans, procurement strategies and reporting submissions to ensure alignment with national local content objectives.
Monitor progress of local workforce development, vendor participation and capability building initiatives within upstream projects.
Collaborate with relevant internal teams and government agencies to support effective implementation of national EICV policies and initiatives.
Provide technical and commercial advisory on upstream project economics, PSA implementation and cost governance.
Engage with operators and stakeholders to ensure transparent communication on project cost assumptions, procurement strategies and EICV commitments.
Support preparation of technical briefings, regulatory reports and Government submissions, including SP and LegCo materials.
Collaborate with commercial, finance, legal and technical teams on matters relating to PSA governance, project costs and local content implementation.
Contribute to capability development and knowledge sharing within the Authority.
Support review of operator procurement and contracting practices to ensure alignment with PSA provisions and EICV requirements.
Provide technical inputs to the review of operator tenders, contract awards and procurement strategies relevant to cost recovery and local participation objectives.
Assist in verifying that operator expenditures submitted for cost recovery are eligible, reasonable and consistent with PSA provisions.
Support development of cost benchmarking and expenditure monitoring systems for upstream projects and national portfolio oversight.

Qualifications & Skills Required
Minimum bachelor's degree in engineering, petroleum engineering, economics, finance, project management, or other relevant disciplines from a recognized university.
Having postgraduate qualifications in petroleum economics, project management, energy economics or business administration would be an added advantage.
Minimum of 7 years of relevant working experience in the upstream oil and gas industry, preferably in one or more of the following areas: Upstream project cost engineering or project controls/ Production Sharing Agreement (PSA) contract management or commercial oversight/Upstream project evaluation and economic analysis/cost estimation, cost benchmarking and expenditure monitoring for upstream development/procurement and contracting strategies in upstream oil and gas projects/local content or EICV implementation and monitoring within the energy sector/ experience in regulatory, advisory or governance roles related to upstream project oversight.
Having relevant professional certifications i.e. Project Management Professional (PMP) or equivalent project management certification, Certified Cost Professional (CCP) or similar cost engineering qualification, Petroleum economics or energy economics certification, procurement, contract management or commercial management certifications are an added advantage.
Having membership with recognised professional organizations such as engineering, project management or energy -related bodies is desirable.
Have the understanding on Production Sharing Agreement (PSA) frameworks and cost recovery mechanisms.
Have the knowledge of upstream project lifecycle, cost estimation and project economics.
Have the ability to review and assess operation work programmes, budgets and development cost estimates.
Have the familiarity with procurement strategies, contracting models and project execution approaches in upstream oil and gas projects.
Have the understanding of EICV or local content frameworks supporting national value creation.
