Job Summary

We seek a dedicated and experienced Senior Officer (Operations & Engineering) - Cost Engineering to join our Petroleum Authority of Brunei Darussalam team. He/she will contribute in the stewardship and regulatory oversight of Production Sharing Agreements (PSAs) with focus on cost governance, cost recovery assurance, contract compliance and national value creation.

 Key Responsibilities

  • Oversee regulatory oversight and stewardship of Production Sharing Agreements (PSAs), particularly in relation to cost governance, cost recovery and contract compliance.

  • Review operator Annual Work Programme and Budget (AWPB) submissions to evaluate cost assumptions, project scope and alignment with approved development plans.

  • Assess capital and operating cost estimates for upstream projects including field developments, facilities and infrastructure investments.

  • Monitor operator cost performance against approved budgets and identify significant cost variances, cost escalation risks or inefficiencies.

  • Review operator procurement strategies and contracting approaches to ensure transparency, cost efficiency and compliance with PSA provisions.

  • Assess project sanction submissions and technical proposals to ensure reasonable cost assumptions and efficient project execution strategies.

  • Contribute to the development of cost benchmarking, expenditure monitoring and project cost assurance frameworks.

  • Oversee the implementation and monitoring of Energy In-Country Value (EICV) requirements across upstream projects.

  • Review operator EICV plans, procurement strategies and reporting submissions to ensure alignment with national local content objectives.

  • Monitor progress of local workforce development, vendor participation and capability building initiatives within upstream projects.

  • Collaborate with relevant internal teams and government agencies to support effective implementation of national EICV policies and initiatives.

  • Provide technical and commercial advisory on upstream project economics, PSA implementation and cost governance.

  • Engage with operators and stakeholders to ensure transparent communication on project cost assumptions, procurement strategies and EICV commitments.

  • Prepare technical briefings, regulatory reports and Government submissions.

  • Contribute to capability development and knowledge sharing within PA.

Qualifications & Skills Required

  • Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. Expatriate candidates are welcome to apply.

  • Minimum bachelor's degree in engineering, petroleum engineering, economics, finance, project management, or other relevant disciplines from a recognized university. 

  • Having postgraduate qualifications in petroleum economics, project management, energy economics or business administration would be an added advantage. 

  • Minimum of 7 years of relevant working experience in the upstream oil and gas industry, preferably in one or more of the following areas: Upstream project cost engineering or project controls/ Production Sharing Agreement (PSA) contract management or commercial oversight/Upstream project evaluation and economic analysis/cost estimation, cost benchmarking and expenditure monitoring for upstream development/procurement and contracting strategies in upstream oil and gas projects/local content or EICV implementation and monitoring within the energy sector/ experience in regulatory, advisory or governance roles related to upstream project oversight.

  • Having relevant professional certifications i.e. Project Management Professional (PMP) or equivalent project management certification, Certified Cost Professional (CCP) or similar cost engineering qualification, Petroleum economics or energy economics certification, procurement, contract management or commercial management certifications are an added advantage.

  • Having membership with recognised professional organizations such as engineering, project management or energy -related bodies is desirable. 

  • Have strong analytical and critical assessment capability in reviewing technical and commercial submissions. 

  • Have strong communication and stakeholder engagement skills. 

  • Have strong written and verbal communication skills in English.
