Job Summary
We seek a dedicated and experienced Senior Officer (Operations & Engineering) - Production Technology to join our team. He/she will provide technical regulatory oversight and supports the stewardship of Brunei Darussalam's upstream petroleum resources. He/she also will contribute to the Petroleum Authority's mandate to ensure that Petroleum resources are developed, produced and managed efficiently, safely and responsibly in alignment with national interests and regulatory requirement.
Key Responsibilities
Review and assess operators' well, reservoir and facility management (WRFM) strategies to ensure optimal recovery of petroleum resources.
Monitor production performance, reservoir management practices and field optimization initiatives to support maximization of national hydrocarbon recovery.
Evaluate operator submissions including field development plans, production forecasts, well interventions and facility upgrade from a technical and regulatory perspective.
Review operators' integrity and production system performance to ensure alignment with regulatory requirements and industry standards.
Identify opportunities for field rejuvenation, improved recovery and production optimization, particularly for mature assets.
Analyze production and operational data submitted by operators using industry tools such as OFM and other production surveillance software.
Support development and implementation of regulatory policies, guidelines and frameworks related to upstream production and resource management.
Provide technical input to national upstream performance monitoring and reporting.
Work with other disciplines, wells, operations and process to mature opportunities.
Contribute to effective engagement with operators, contractors, consultants, government agencies and other stakeholders.
Provide technical advisory inputs to Government and shareholders on upstream production performance and resource management matters.
Prepare technical briefings, regulatory reports, and submissions materials.
Mentor junior staff and contribute to knowledge development within the Upstream Department.
Support review of operator works programmes and budgets related to upstream production and field operations.
Assess operator spending and technical activities against approved Annual Work Programme and Budget (AWPB) submissions.
Provide technical support in tender reviews, technical bid assessments or project evaluations where required from a regulatory perspective.
Provide technical and administrative support to PA as required.

Qualifications & Skills Required
Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. Expatriate candidates are welcome to apply.
Minimum bachelor's degree in Petroleum, Chemical Engineering, Mechanical, Civil Engineering or equivalent discipline.
Minimum 7 years of relevant working experience in the upstream oil and gas industry, preferably in areas such as production technology, petroleum engineering, reservoir management, field development, upstream regulatory or technical advisory roles.
Have the familiarity with production data analysis tools such as OFM and related digital solutions.
Have strong analytical and technical assessment capability.
Able to interpret technical data and translate insights into regulatory recommendations.
Have strong stakeholder engagement and communication skills.
