Job Summary
We seek a dedicated and experienced Senior Officer (Operations & Engineering) - Well Engineering to join our Petroleum Authority of Brunei Darussalam team. He/she will support the Petroleum Authority in the technical oversight and stewardship of wells across their lifecycle, ensuring safe, efficient and responsible management of petroleum resources in alignment with regulatory requirements and industry best practices. He/She will also provide independent technical assessment of operator activities relating to well integrity, well performance, development drilling, well interventions and plug and abandonment. The position contributes to safeguarding national interests by supporting asset integrity, field rejuvenation, efficient delivery of development wells and responsible decommissioning of wells.
Key Responsibilities
Provide technical oversight of well lifecycle activities, including well design, drilling, completion, intervention and abandonment.
Assess operator well integrity management systems to ensure wells remain safe and fit for purpose throughout their lifecycle.
Review operator proposals for well interventions, workovers, sidetracks, and artificial lift optimisation to support field rejuvenation and production improvement.
Evaluate development well and infill drilling programs as part of field development and re-development projects.
Provide technical review of well engineering aspects of upstream projects, including drilling plans, schedules and execution strategies.
Assess plug and abandonment (P&A) programs to ensure wells are decommissioned in accordance with regulatory and industry standards.
Monitor well performance and integrity indicators to identify potential operational or integrity risks.
Support development and implementation of technical guidelines and regulatory frameworks relating to well management.
Provide technical advisory of well engineering, integrity and abandonment matters.
Engage with operators and stakeholders to support alignment with regulatory expectations and industry best practices.
Contribute to preparation of technical assessments, regulatory reports and government briefing materials, including SP and LegCo materials.
Support knowledge sharing and capability development within the department.
Provide technical and administrative support to the Authority as required.
Review well - related expenditures within Annual Work Programme and Budget (AWPB) submissions.
Assess cost estimates for drilling campaigns, well interventions and P&A programmes.
Support technical evaluation of well engineering components of development projects submitted by operators.

Qualifications & Skills Required
Minimum bachelor's degree in petroleum, Chemical, Mechanical, or equivalent discipline.
Minimum of 7 years of relevant working experience in the upstream oil and gas industry, preferably in areas such as Well Engineering, Drilling and Completion Operations, Well Integrity Management, Well Intervention or Workover Operations, Plug & Abandonment.
Experience in technical review, advisory, or regulatory oversight roles is an advantage.
Having relevant certifications such as well control (IWCF/IADC), well integrity management or project management is an advantage.
Have strong understanding of well lifecycle management.
Have knowledge of well design, drilling, completion, intervention and abandonment practices.
Familiar with well integrity and asset integrity principles.
Have strong analytical and technical assessment capability.
Have the ability to evaluate operator technical submissions and engineering studies.
Have strong awareness of upstream industry practices locally and internationally.
Have the ability to interpret technical data and translate insights into regulatory recommendations.
Have effective stakeholder engagement and communication skills.
Have the ability to work across multi -disciplinary teams and regulatory functions.
Have strong written and verbal communication skills in English and Bahasa Melayu.
Familiar with the government processes including SP and LegCo submissions.
