Senior Officer (Regulatory Compliance)

The Senior Officer (Regulatory Compliance) is responsible to oversee the regulatory compliance efforts with a focus on both financial and technical aspects, ensuring adherence to statutory regulations, control standards, governance practices, and internal policies within the Authority. This position also responsible to develop and enforce compliance process for technical and financial matters, ensuring they are aligning with legal, accounting and technical standards. The Senior Officer (Regulatory Compliance) also responsible to support senior leadership in preparing financial forecasts and managing the technical review of annual budget submissions, ensuring robust regulatory compliance.

Key Responsibilities

Technical & Financial Compliance Management 

  • Provide senior-level analysis and oversight in reviewing and regulating both financial and technical compliance related to PSCs, PMAs, and other linked agreements. 

  • Assist in managing and ensuring compliance with financial and technical regulations, including adherence to statutory, control, and governance requirements. 

  • Assist lead to develop, document, and implement processes and reviews for both technical and financial compliance activities, ensuring alignment with industry best practices. 

  • Provide guidance and mentor the team to maintain up to date knowledge of industry practices and regulatory changes, offering leadership in technical and financial compliance matters.

  • Perform duties with a high level of professionalism and adherence to ethical standards.

Technical & Financial Compliance Audits 

  • Participate in the preparation and execution of annual compliance audit plans, including financial and technical scopes, resource planning, and scheduling.

  • Review and assess the adequacy and application of controls related to both technical operations and financial obligations, contributing to audit preparation, execution and reporting. 

  • Ensure the effective execution of technical and financial compliance audits, and update processes, procedures, and policies as needed. 

Technical & Financial Compliance Verification and Reporting 

  • Assist in the verification of compliance with financial terms and technical standards for Government Take and other regulatory requirements across upstream, mid-stream, and downstream sectors. 

  • Maintain proactive communication with the Ministry of Finance and Economy (MOFE), Department of Energy and other relevant stakeholders, providing regular updates on technical and financial verification and regulatory compliance activities.

  • Engage with regulated operators to ensure timely exchange of information related to technical and financial compliance.

Stakeholder Management 

  • Manage relationships with key stakeholders, including technical and financial partners, operators, contractors, consultants, regulatory bodies, shareholders, board members, financers, and auditors.

  • Facilitate effective communication and collaboration with stakeholders to address technical and financial compliance issues and support regulatory objectives.  

Requirements

  • Citizen of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

  • Must have at least a bachelor's degree in either Petroleum Engineering or in Accounting, Finance or Business. Having professional qualifications is an advantage.

  • Must have at least 10 years of relevant working experience including 5 years in a senior/ managerial role.

  • Strong technical compliance and audit experience is essential.

  • Proven expertise in either financial compliance and technical auditing within the oil and gas sector is preferred.

  • Familiar with PSCs and PMA is an added advantage.

  • Strong knowledge of corporate reporting and accounting policies.

  • Solid understanding of control and governance related business and financial controls.

  • Able to work independently in an agile, fast - paced and dynamic working environment. 

  • Proficient in Malay and English, both orally and in writing.
