PROJECT MANAGEMENT TEAM
Brunei Darussalam energy portfolio is growing with a robust pipeline of projects at different levels of maturity. The Petroleum Authority of Brunei Darussalam (PA) is assembling a dedicated, agile Project Management Team (PMT) to oversee the portfolio of both upstream and downstream projects. This is a call to the specialists, from Project Manager to engineers, the strategies, and the executors who thrive on complexity and high-stakes delivery.

PA is establishing a dedicated Project Management Team (PMT) for some of the most significant infrastructure builds for Brunei Darussalam.
The PROJECT MANAGER is responsible for managing the Project Management Team (PMT) personnel, dedicated team will ensure full regulatory compliance across all project phases by reviewing technical documentation, verifying that project premises meet regulatory and best practice requirements, and ensuring that development activities are conducted in a controller and compliance manner. He/She also responsible to monitor project schedules in alignment with government approvals, coordinating stakeholder engagement, resolving issues between project proponent and authorities, and supporting the issuance of key project approvals up to the first License to Operate.
Ensure compliance to all relevant laws, regulations, standards, guidelines applicable to upstream (non - subsurface) and downstream oil and gas execution including Implementation Agreement.
Review of Application prior to development documentation (e.g Feasibility Study, Project Standards)
Review of basic engineering review report.
Monitor the project schedule and integrate with government approvals and procedures.
Review of application prior to construction documentation
Ensure compliance to Project Compliance Assurance Plan (PCAP)
Review of application for first License to Operate (LTO)
Support the Authority for any stakeholder engagements, resolving issues between the Project Proponent and Government Agencies.
Monitor the project schedule and integrate with government approvals and procedures.
Support towards the issuance of project related approvals by the Authority for development, construction and first LTO.
Conduct periodic audits or surveillance reviews as the Authority may deem fit.
Ensure team members attends relevant project progress meetings conducted by project proponent.
Furnish periodic reports on the project to or as may be requested by the Authority.
Manage PMT personnel, the dedicated project team to oversee the project.
Performs any other tasks as assigned by the Authority.

Minimum of 20 years' experience in the oil and gas industry including minimum of 15 years' experience of project management. Having experience in the oil and gas downstream is an added advantage.

Minimum bachelor's degree in respective area of expertise and professional certification in Engineering. Preferably having chartered professional engineer or a recognized institution i.e Project Management Institute or equivalent.

Have previous experience in conducting project technical review/assurance.
Have strong presentation, negotiation and interpersonal skills for reporting and collaboration with internal/external stakeholders including leadership team.
Have strong analytical and problem -solving skills.
