PROJECT MANAGEMENT TEAM
Brunei Darussalam energy portfolio is growing with a robust pipeline of projects at different levels of maturity. The Petroleum Authority of Brunei Darussalam (PA) is assembling a dedicated, agile Project Management Team (PMT) to oversee the portfolio of both upstream and downstream projects. This is a call to the specialists, from Project Manager to engineers, the strategies, and the executors who thrive on complexity and high-stakes delivery.

PA is establishing a dedicated Project Management Team (PMT) for some of the most significant infrastructure builds for Brunei Darussalam.
The PROCESS ENGINEER is responsible for ensuring the quality and compliance of all process engineering deliverables across the project lifecycle, including review of Application Prior to Development (APD), Application Prior to Construction (APC), License to Operate (LTO) submission and technical evaluations, preparing engineering deliverables, supporting design and operational troubleshooting, ensuring compliance with relevant engineering standards and regulations, and collaborating with multi-disciplinary teams to improve process performance, reduce risks, and support project execution.
Review and provide intervention to ensure the quality of Process Engineering deliverables submitted by project owner met the project technical standard and project engineering best practices.
Review of Application Prior to Development documentation (eg. Feasibility Study, Project Standards)
Review of Application Prior to Construction documentation.
Ensure compliance to Project Compliance Assurance Plan (PCAP)
Review of Application for first License to Operate (LTO)
Able to interface with other disciplines during the design development stage.
Perform any other tasks as assigned by the Authority.
Review and provide intervention to ensure the quality of Process Engineering deliverables submitted by project owner met the project technical standard and project engineering best practices.

Have knowledge of international design codes and standards.
Have awareness on risk assessment tools.
Have previous experience in project technical review/assurance during EPC phase.
Have previous experience in safety studies reviews (e.g. HAZID, HAZOP, SIL)
Familiar with GuoBio (GB) Standards is an advantage.
Have experience in oil and gas downstream is an advantage (e.g. LNG plants, crude oil refineries and/or petrochemical plants).

Have strong stakeholder management skills with strong presentation, negotiation and interpersonal skills for reporting and collaboration with internal/external stakeholders including leadership team.
