PROJECT MANAGEMENT TEAM

Brunei Darussalam energy portfolio is growing with a robust pipeline of projects at different levels of maturity. The Petroleum Authority of Brunei Darussalam (PA) is assembling a dedicated, agile Project Management Team (PMT) to oversee the portfolio of both upstream and downstream projects. This is a call to the specialists, from Project Manager to engineers, the strategies, and the executors who thrive on complexity and high-stakes delivery.

THE OPPORTUNITIES

PA is establishing a dedicated Project Management Team (PMT) for some of the most significant infrastructure builds for Brunei Darussalam.

POSITION SUMMARY

The QA/QC ENGINEER is responsible for ensuring that all project activities, critical equipment and engineering deliverables comply with approved quality standards, specifications, and regulatory requirements through systematic inspections, audits, and quality control checks. This includes review of Application Prior to Development (APD), Application to Prior Construction (APC), License to Operate (LTO) submissions, coordinating with project proponents' inspectors and stakeholders to resolve non- conformances, and ensuring that construction and fabrication works are executed in accordance with industry best practices and project quality objectives.

KEY RESPONSIBILITIES 

 

  • Review project codes, standards, specifications, directly associated with the project.

  • Review of Application Prior to Development documentation (eg. Feasibility Study, Project Standards)

  • Review of Application Prior to Construction documentation.

  • Ensure compliance to Project Compliance Assurance Plan (PCAP)

  • Review of Application for first License to Operate (LTO)

  • Ensure compliance with requirements of inspection and test plans (ITPs) and work procedures.

  • Work together with Project Proponent QC inspector on quality control surveillance/inspection issues as needed.

  • Interface with construction and commissioning teams to ensure understanding or interpretation of job requirements, be pro-active and guide whenever needed to minimize re-work.

  • Review ITPs to ensure demonstration of satisfactory mechanical completion.

  • Ensure adequate QC inspection is carried out.

  • Recommend and participate in resolution of corrective action and monitor completion of action for identified non-conformances and deficiencies.

  • Bring observed non-conformances to the attention of the Project Manager and ensures that preservation plan is taken to protect equipment from contamination and mechanical damage.

  • Performs any other tasks as assigned by the Authority.

EXPERIENCE REQUIREMENT

  • Minimum of 15 years' experience in the oil and gas construction and pre-commissioning projects.

  • Have previous experience in project technical review/assurance.

  • Having knowledge in refinery and petrochemical processes and maintenance philosophies is an advantage.

    • Having experience in oil and gas downstream is an advantage.

EDUCATION REQUIREMENT

  • Minimum bachelor's degree in respective area of expertise and professional certification in Engineering.

  • Having IMechE or equivalent will be an advantage.

  • Able to read engineering documents to identify key relevant QA/QC items, specifically for rotating as well as static equipment.

  • Have strong stakeholder management with strong presentation, negotiation and interpersonal skills for reporting and collaboration with internal /external stakeholders including leadership team.

  • Have good analytical and problem- solving skills.

  • Have good management and leadership skills.
