PROJECT MANAGEMENT TEAM

Brunei Darussalam energy portfolio is growing with a robust pipeline of projects at different levels of maturity. The Petroleum Authority of Brunei Darussalam (PA) is assembling a dedicated, agile Project Management Team (PMT) to oversee the portfolio of both upstream and downstream projects. THE OPPORTUNITIES

PA is establishing a dedicated Project Management Team (PMT) for some of the most significant infrastructure builds for Brunei Darussalam.

POSITION SUMMARY

The TECHINICAL SAFETY ENGINEER (PROCESS SAFETY) is responsible for providing technical and process safety expertise for upstream and downstream oil and gas projects across all lifecycle phases, including reviewing and validating technical safety scopes of work, delivering safety-in-design input, assessing hazard and risk studies, and developing and reviewing key technical safety deliverables. This role ensures compliance with applicable regulatory requirements and recognized industry standards, and supports the systematic identification, evaluation, and reduction of risks to ALARP throughout design, construction, commissioning and operational stages.

KEY RESPONSIBILITIES 

  • Review Technical Safety scope of work against and in alignment with overall project scope of work for upstream and downstream oil and gas projects.

  • Provide Technical Safety and loss prevention input to the project design across Conceptual, FEED, Detailed Design, Construction, Commissioning and Start-up phases.

  • Demonstrate sound technical knowledge and understanding of the fundamentals of Technical Safety Design Engineering methodologies, software system, and design practices applicable to upstream and downstream facilities as it related to Conceptual, FEED, Detailed Design, Construction, Commissioning and plant start-up.

  • Develop and review of all design deliverables associated with safety studies and loss prevention scopes, including philosophies, reports, specifications and data sheets, drawings and etc.

  • Provide technical support to other discipline responsible for drafting safety-related aspects such as Hazardous Area Classification, Equipment Layouts, Escape routes and etc.

  • Ensure compliance with all applicable regulatory, statutory, and recognized industry code and standard requirements for safety documents produced under his/her supervision.

  • Participate and provide technical input in project design review, HAZOP, HAZID, SIL studies and other safety workshops when required.

  • Coordinate and interface with other disciplines during all stages of design development, construction, pre-commissioning and start-up.

  • Ensure that design meets all technical safety requirements and that risks are identified, assessed and reduced to as low as reasonably practicable.

  • Perform any other tasks as assigned by the Authority.

EXPERIENCE REQUIREMENT

  • Minimum of 15 years of relevant experience in engineering design, construction and commissioning for oil and gas upstream and downstream projects and facilities.

  • Demonstrated experience in the process engineering discipline or technical/process safety engineering discipline.

  • Strong technical understanding of inherently safer design principles, the ALARP concept, and the technical risk management methodologies, including Hazard Identification Study (HAZID), Hazard and Operability Study (HAZOP) for continuous process systems, Quantitative and Qualitative Risk Assessments (QRA's), Safety Integrity Level (SIL), Fire Risk Assessment & Protection and overall HSSEQ design and engineering requirements.

  • Proven experience in project technical safety review and assurance activities during EPC phases.

  • Experience in oil and gas downstream projects is required; upstream project experience is an advantage.

EDUCATION REQUIREMENT

  • Minimum bachelor's degree in chemical, process or process safety respective area of expertise and professional certification in Engineering.

  • Have strong stakeholder management skills with strong presentation, negotiation and interpersonal skills for reporting and collaboration with internal/external stakeholders including leadership team.

  • Have good analytical and problem- solving skills.

  • Able to discuss ideas and explain technical jargon clearly.

  • Able to manage multiple projects simultaneously.
